/ban
Description#
Bans a user from the server. The command path bans without deleting message history (a rule's ban effect can additionally delete a window of recent messages). The ban lands in the moderation log.

Permissions#
You: administrators can always use moderation commands, and the server's command gating (which channels and which roles may use them) applies to everyone else. The bot: Ban Members.
